The “Rising Star:” a Power Partnership Between a Democrat Billionaire and a Greasy Politician.

Evaluating the financial activity of a politician tells you a lot about them. Contributions from David Brock Smith’s long-time political partner, Thomas Tuttle - a billionaire Democrat from San Francisco, is the key to understanding the motivation behind his globalist voting record as a State Senator in an overwhelmingly Republican district. Expenditures explain why establishment Republicans are willing to die on the hill defending his reputation, despite the facts no one can or should ignore.
Roseburg, Ore. – RUCPAC performed a basic public records audit of appointed District 1 Senator David Brock Smith’s political contributions and expenditures through his political action committee (Friends of David Brock Smith, PAC ID: 15377). Our full and complete audit can be downloaded here.
Since establishing his current PAC in 2016, David Brock Smith has raised roughly $720,000. Of that, his largest donor bloc is corporate interests at $253,433. His second largest donor bloc is a single individual, Thomas Tuttle, at $150,736. The chart below shows the breakdown of his donor classes:
We also evaluated the publicly available financials for a non-profit David Brock Smith and Thomas Tuttle directs, called the Southern Oregon Children’s Foundation. Millions of dollars have passed through the foundation and we suspect that the foundation is a launder operation to “clean” money for political distribution (more on that later). David Brock Smith has pocketed an additional $112,000 since its founding in 2019, to make the total influence of Thomas Tuttle on the politics of David Brock Smith $262,736. This surpasses his total amount of corporate influence by 2% to make the single largest donor bloc a single individual.

We find it concerning and telling, considering the elite Dorchester Conference was founded by disgraced State Senator Bob Packwood, the amount of influence a single Democrat billionaire has on the Republican “Rising Star.” But it gets worse. Of the $720,000 raised by David Brock Smith, nearly $400,000 was spent on political donations to other Republican politicians. His two largest donation recipients are the Republican House and Senate Caucuses that seeks to select, finance and control Republican candidates and legislators. David Brock Smith donated a total of $52,500 to Evergreen Oregon PAC (House) and $50,702 to Promote Oregon Leadership PAC (Senate) for a total of $103,202 to the Republican “establishment.”
Other donations made between $9,000 and $26,000 include Randy Lauer, Katie Boshart Glaser, TJ Sullivan, Lucetta Elmer, Boomer Wright and Jeff Helfrich (House Minority Leader). Donations made north of $5,000 include Daniel Bonham, Suzanne Weber, Court Boice, Adam Baker, Tracy Cramer and Christine Drazan.
All told, there isn’t likely a single Republican legislator, anywhere in the state, who hasn’t received money directly or indirectly from David Brock Smith. Yet no money from either caucus PAC has gone to David Brock Smith. This is a one-way stream from Thomas Tuttle, through David Brock Smith, to influence the most powerful institutions of the Republican Party in Oregon.
This one-way stream of cashflow makes David Brock Smith the “Money Mule” for establishment Republicans in the legislature. And, unfortunately for us, his financier is a career hedge fund manager for the Chinese Communist Party. Together Tuttle (China), big corporate, big pharma, big government and big green energy make up more than 70% of his total funding.
Our concern is what this indisputable data shows: that the Republicans, we believe are doing their best to represent us in Salem are actually bought and paid for by Thomas Tuttle. Republicans, across the state and throughout Senate District 1, are infected by his foreign influence. Our leaders are corrupt. Which means they have one objective: hold on to their own power regardless of how little they have. Even when this means allowing Democrats to maintain total dominance over Oregon politics, voting in favor of the worst Progressive bills to make them bipartisan and sponsoring Progressive bills like HB 3375 – the infamous “Windmill Bill.” Despite what they tell you, they aren’t voting “yes” on these bills because they have no other option as the minority party. They’re doing it because they’re paid to.
This information captures the conflict in question between the Republican Establishment and People who they are sworn to represent. And, thus we must ask ourselves: are we going to be a party that is America First or are we going to allow foreign agents to dictate our lives and sell our interests to the (literal) highest bidder?
David Brock Smith, the Republican “Rising Star” at Dorchester, is the Jenga piece that, when pulled, brings the entire structure down. This is why the entire establishment - from elected officials to Oregon Right to Life - are putting it all on the line to defend his reputation.
